You would never move snow with a vacuum truck. You move snow with a plow, or something like this:

Snow takes up way too much room for it to be feasible to vacuum it up onto a truck. That vacuum truck is probably for cleaning out plugged piping on an oil rig or something based on the off road tires. They have similar rigs on smaller trucks for cleaning sewers and storm drains.
